"Not stated" is the only answer supported by direct inspection of this edition's verse text; the conventional answer from general Jyotish knowledge would be an outside import, which this course's source rules prohibit without your explicit authorization.
The claim overclaims certainty ("guarantees") from a single, unoccupied-sign-only factor; it also assumes the sign is unoccupied without stating so, and ignores every other layer (planet dignity, aspects, relationships) that would actually determine a real chart's result.
